Nationwide Implementation of Online Application Forms and Mayor’s Permit as Additional Requirement for the Renewal of Private Employment Agency License

In line with its commitment and aim to continuously ensure that the policies remain responsive to the needs of the emerging industries in facilitating local employment, the Department of Labor and Employment (“DOLE”) issued Labor Advisory No. 11, Series of 2023 for the nationwide implementation of online application forms and Mayor’s Permit as an additional requirement for the renewal of private employment agency (“PEA”) licenses.

Starting 1 June 2023, the application forms for the following may be filed online and shall be made available at the Bureau of Local and Employment and the respective DOLE Regional Offices’ websites:

• PEA License;
• Certificate of Accreditation of Agents;
• Certificate of Exclusion; and
• Certificate of Exemption.

Finally, all PEAs are now required to submit a certified true copy of their Mayor’s Permit upon the renewal of their licenses.
